NOTICE OF PUBLIC HEARINGS
IN THE TOWN OF ABERDEEN
MOORE COUNTY, NORTH CAROLINA
NOTICE IS HEREBY GIVEN that the Board of Commissioners of the Town of Aberdeen has called for the following Public Hearings at 6:00 PM on February 27, 2023, at the John Curtis McInnis Board Room in the Robert N. Page Municipal Building located at 115 N. Poplar Street. The purpose of the Public Hearings is to consider the following:
1.Conditional Zoning (CZ-23-01) request submitted by PCC Realty to seek a Planned Development (PD) zoning district from Residential Single-Family – 10 (R-10),Residential Single-Family – 20 (R-20) and Light Industrial (LI) zoning districts for ten (10) parcels identified as PID 00051181, PID 00992151, PID 00053991, PID 00992152, PID 00992150, PID 00056731, PID 00053992, PID 00057575, PID 20110437, PID 20060380 totaling approximately 919.8 acres. The parcels are generally located north of NC 5 Hwy. The ten (10) parcels are served with road frontage by NC 5 Hwy and Pit Link Lane.
2.Voluntary Annexation (AN-23-01) Request submitted by Willow Birch, LLC, for one (1) parcel identified as PID 20050729 recorded in Deed Book 5945, Page 366 of the Moore County Registry. The parcel totals approximately 0.58 acres. The parcel has approximately 140 feet of road frontage on US Hwy 1. The parcel is generally located south of US 15-501, east of US 1 South by the Town of Aberdeen Gateway sign.
3.Voluntary Annexation (AN-23-02) Request submitted by Aberdeen Coca-Cola Bottling for one (1) parcel identified as PID 00045938 recorded in Deed Book 5876, Page 148 of the Moore County Registry. The parcel totals approximately 52.37 acres. The parcel has approximately 900 feet of road frontage on Carolina Rd. The parcel is generally located west of Carolina Road and south of NC 211 Hwy right past the E Indiana Ave intersection.
4.Iron Horse Industrial Park Property - The purpose of the public hearing is to invite public comment on a proposed Economic Development Joint Agreement which includes a Deed of Trust and Promissory Note (herein collectively referred to as “Agreement,” between the Town of Aberdeen (herein “Town”) and Moore County Partners in Progress (herein “PIP”) for the purchase of land for an industrial park. The property, consisting of approximately 73 acres, is located near HWY 211 and Carolina Road in Aberdeen, NC (PAR ID 00055121, Deed Book 406, Page 902). The Agreement terms include the Town loaning $200,000 at 4% (simple, non-compounding) interest over 15 years to PIP to pay for a portion of the $584,000 cost to acquire land for the development of an industrial park referred to as the Iron Horse Industrial Park. PIP is requesting the Town of Aberdeen to also contribute $200,000 for the acquisition of the property and enter into an Economic Development Joint Agreement with PIP that is similar to the agreement proposed with the County. Over the last year, PIP has worked diligently to secure a significant amount of funding to get the Iron Horse Industrial Park ready for potential clients. In addition to trying to get the site under public control, PIP has obtained funding to construct an industrial access road and clear/grade a portion of the 73-acre site. Land acquisition and site development costs are estimated at $1,770,300. PIP has obtained three grants totaling $609,300 for the project; PIP plans to spend $713,000 of the $1.2 million FY2023 state appropriation on land acquisition and site development. The remaining $48,000 for the project will be funded from timber sales when the property is cleared. The Town will fund the project with available revenues in the Town’s General Fund. The proposed Agreement and industrial park will benefit Aberdeen and its citizens by attracting additional businesses to the industrial park, providing additional property, business, and sales tax revenues, expanding employment opportunities, and stimulating the overall economy within the Town.
