Johnson introduces bill to strengthen maritime commission

U.S. Representative Dusty Johnson (R-S.D.) has introduced legislation to reauthorize the Federal Maritime Commission (FMC), aiming to bolster its regulatory capabilities over the U.S. international ocean transportation system. Johnson, recognized for his leadership in ocean shipping legislation, emphasizes the importance of this sector for America's national, food, and economic security.

"Ocean shipping is a critical aspect of America’s national, food, and economic security. That’s why our Federal Maritime Commission must be equipped with the proper tools to keep the industry operating above bar," said Johnson. He further expressed pride in leading this initiative alongside Rep. Garamendi to enhance benefits for U.S. exporters, importers, and consumers.

Rep. Mike Ezell (R-MS), Chairman of the Coast Guard and Maritime Transportation Subcommittee, highlighted the necessity of maintaining a strong maritime supply chain as a matter of national interest. "The Federal Maritime Commission Reauthorization Act of 2025 gives the Commission the tools and oversight needed to hold bad actors accountable and protect American shippers," Ezell stated.

Rep. Salud O. Carbajal (D-CA), Ranking Member of the Coast Guard and Maritime Transportation Subcommittee, stressed that American businesses require access to a robust maritime supply chain for competitiveness. "This bipartisan bill ensures the Federal Maritime Commission remains a strong, independent watchdog," Carbajal noted.

Rep. John Garamendi (D-CA) echoed these sentiments by emphasizing the economy's reliance on an efficient shipping system: "That’s why I’m proud to lead the Federal Maritime Commission Reauthorization Act." He acknowledged Johnson's collaboration on this legislative effort aimed at strengthening maritime infrastructure.

The proposed Federal Maritime Commission Reauthorization Act of 2025 includes measures addressing competitive practices related to China by establishing processes for reporting complaints against entities like the Shanghai Shipping Exchange and defining state-controlled enterprises under existing laws.

Additionally, it seeks improvements in government operations by updating policies under federal guidelines governing international ocean shipping while sustaining FMC's mission through fiscal year 2029 with expanded advisory committees involving non-government stakeholders.

The act is cosponsored by Representatives Mike Ezell (R-MS), John Garamendi (D-CA), and Salud O. Carbajal (D-CA).
